With over 15 years of dedicated service in law enforcement, JT brings a wealth of experience and expertise to CounterTerraRisk Solutions. As Managing Director, he leverages his extensive background in risk assessment, crisis management and strategic planning to enhance our commitment to providing innovative solutions for complex security challenges.
Throughout his decorated career, JT has developed a deep understanding of threat analysis and operational effectiveness, specialising in Mass Casualty Events, Crowd Behaviour Dynamics, and Chemical, Biological, Radiological and Nuclear incidents. His qualifications in Crowd Safety Management enable him to construct bespoke advice for organisations, addressing risks in high-density environments, optimising crowd flow, and designing safety protocols for large-scale events.
JT holds certifications in Counter-Terrorist Risk Management and the Tactical Emergency Management (Emergency Planning College), alongside specialised training in Crowd Safety Management. JT is an accredited Counter Terrorism Practitioner certified by the Counter Terrorism Certification Board. These credentials empower him to deliver data-driven strategies that balance safety, operational efficiency, and attendee experience. His agile project management qualifications enable seamless implementation of physical protective measures and adaptive crowd control solutions.
A trusted authority in public safety, JT has provided expert testimony in Criminal, Coronial, and Civil Courts for cases ranging from homicide investigations to post-incident liability analysis. He works closely with multidisciplinary teams to implement best practices and ensure compliance with evolving international safety standards.

JT's expertise is further bolstered by his government-level security clearance and hands-on experience in coordinating cross-agency responses to crises.
TM
Force Protection Specialist
TM is a Force Protection Expert with over a decade of experience in the Royal Air Force, bringing extensive operational expertise to CounterTerraRisk. Having served as a lead advisor on risk and protective measures for sensitive UK Ministry of Defence (MOD) operations, TM has a deep understanding of high-stakes security protocols and crisis response.
Following his distinguished military career, TM now manages global aviation operations in the private sector, where he applies his risk assessment expertise to the complex challenges of international ISR and Special Mission operations. His work involves overseeing operational readiness, regulatory compliance, and safety measures across geographically diverse teams. In this role, TM recognises the critical need for proactive risk assessment to safeguard personnel, assets, and mission success in a highly dynamic environment.
At CounterTerraRisk, he leverages this combined military and industry experience to offer advisory services, guiding organisations in implementing robust risk mitigation and compliance strategies under Martyn's Law.

SP
Senior Surveillance & Training Consultant
SP is a nationally recognised specialist in covert surveillance, tactical operations, and protective security strategy, bringing over four decades of operational experience across UK law enforcement and the private security sector.
A former Detective, SP served in key operational roles within the South West Regional Organised Crime Unit, National Crime Squad, and Regional Crime Squad. His expertise spans advanced covert operations, tactical driving, and national-level surveillance coordination. He was pivotal in developing and delivering surveillance capabilities at a national standard, including leading the South West’s accredited surveillance training programme on behalf of the College of Policing.
In his capacity as Surveillance Training Manager, SP oversaw multi-agency course delivery, instructor assessment, and candidate accreditation in line with national policy. His approach to training is rooted in operational credibility, instructional rigour, and the effective transfer of critical skills.

In the private sector, SP served as Director of Operations for a specialist investigations firm, managing high-risk surveillance deployments and complex investigations. His leadership extends to major event security and venue protection, including his role as Security Manager at the Commonwealth Games Athletes’ Village and ongoing consultancy at a Premier League football stadium in London.
